Could you help me with some beauty advice.?

So i'm trying to get a new look for college, clothing, hair, and make-up, something that would suit my features.( I have attached a link to my picture). Could you also tell me what u think my best features are.
Other info that might help you:
I should tell you i have a bit of a belly, I'm looking for a way to get rid of it, abnormally large chest for being 5'1". I would say i have nice legs. I hope this random info can help you. My hair is now about below ear length.

Okay, there are many ways you can gain a new look.
But the most important thing is that they should all be used at once for that ultimate shock effect of a 'new you'.
New make-up, experient different techniques at home and dont let anyone see them. (Try different colours, perhaps darker eyes to suit your lovely skin tone (look up techniques on the internet and instructions), your skin seems flawless so just add more definition and tones with a rosy blusher, eye brightener or darker lips).
Hair, you can dye, personally i wouldnt do anything too drastic, perhaps some new extensions or just a highlight that blends in with your natural haircolour, make this last minute though. So that the hair dresser perfects your hair the day before, you can sleep on it and the next day it will be perfect for your new day at college. (You can try straightening or curling techniques though personally I think you would suit the messy just got out of bed hair look, just use masses of hair spray (Shockwave volume or firm strong hairspray and just crunch your hair continuously once you have sorted your parting). Look and feel sexy.
Clothes, well if you say you have a belly try and loose it. Much easier than people make out. Cut your portions extremely, 3 small ones a day (Fish, Veg, Fruit, Protein, HARDLY ANY CARBS potato or chips and plain pasta etc) disallow yourself to eat anything unhealthy (choc, crisps, cakes, creamy foods, take aways) and when you get a craving keep yourself busy or go for a walk! See a bf or friend. Overtime, unhealthy food looses it appeal. Also no matter what NEVER say to yourself ive had a good week so i can treat myself. Being slim is a lifelong accomplishment, you cant expect to be slim just becasue you eat healthily for a month. To hide this wear baggy clothes until your first college day. Friends and family will be gobsmacked as they will realllllyyyy notice and you will feel as if all the effort was worth it.
Clothes, im afraid i cant help you here. Everyone suits completely different things, even if they have the same body type, personality overrides this. Just have a couple of PERSONAL shopping days. You on your own. And try every style out there, even stuff you would never think of. Think of it as a adventure. Haha, be on your own though not all friends will want you to look your best and will be biased and less adventurous in trying different styles which could decrease your confidence. Also do this when youve lost weight and see it almost as a treat instead of food.
Remember start wearing the clothes on your first day for maximum WOW factor!
Biggest tip, be confident, be happy, do not become unhealthy (Anorexic or bullimic) see it as an adventure And most importantly MASSIVELY save up. As its all costly!
